New Delhi. In order to speed up the work of the government, the Modi government is directly appointing experts at the secretary level who have been working in the private sector for years. In this context, the Appointments Committee of the Cabinet (ACC) headed by Prime Minister Narendra Modi has approved the appointment of 22 directors and deputy secretaries besides three joint secretaries in various departments of the central government. Generally the posts of Joint Secretary, Director and Deputy Secretary are reserved for All India Services – Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFOS) – and other Group A officers. Officials at these levels play an important role in policy-making.
But under the leadership of Narendra Modi, the government is also directly appointing private sector experts with the aim of utilizing their qualifications. It started in 2018, when the Ministry of Personnel first invited applications for 10 Joint Secretary-rank posts under the Lateral Entry Scheme. After this, recruitment was done at the level of Joint Secretary, Director and Deputy Secretary.

Officials said that the recruitment for the posts was done by the Union Public Service Commission (UPSC). The Commission had again recommended 31 candidates for appointment as 3 Joint Secretaries, 19 Directors, and 9 Deputy Secretaries in various central government departments in October 2021. So far, a total of 38 private sector experts – including 10 joint secretaries and 28 directors and deputy secretaries – have joined the government.
At present, there are 33 such experts, including eight joint secretaries, 16 directors and nine deputy secretaries, who are working in key government departments, officials said, adding that two joint secretaries have completed their full three-year tenure. Under the Lateral Entry Scheme, recruitment is done for posts requiring domain expertise from the private sector or state government or autonomous bodies, public sector undertakings, etc.
