Kyiv, October 4 – Ukraine’s foreign minister Andriy Sibiy warned that Moscow is deliberately shifting the focus of its war onto ordinary citizens. He said that even though Russian forces have failed to secure any strategic objectives on the battlefield, the frequency and intensity of attacks on civilian areas have risen sharply.
Sibiy posted on the X platform, noting that United Nations figures show a dramatic surge in civilian deaths and injuries. He stressed that each strike on non‑military sites inflicts a corresponding cost on Russia itself.
He called on every country that retains influence over Moscow to apply diplomatic pressure and uphold the principles of the UN Charter. According to the minister, a coordinated international response is essential to halt Russia’s widening campaign against the population.
