There were some special circumstances in those states, on the basis of which this was done. This decision was taken on the basis of integrated consideration of all those factors and the specific situation of the state. Bihar’s request for special category status was also considered earlier by an Inter-Ministerial Group (IMG), which submitted its report on March 30, 2012. The IMG had concluded that Bihar cannot be granted special category status on the basis of the existing NDC criteria.” In 2012, there was a Congress-led UPA government in the country. The same report had come at that time too, the current government at the Center has cited the same.

When did the provision of special status come, when did it end? The matter of giving special category status to any region of the country was first raised in the meeting of the National Development Council (NDC) in 1969. In this meeting, the DR Gadgil Committee presented a formula for allocating central assistance for state plans in India. Earlier, there was no special formula for distributing funds to promote states in this way. The Gadgil formula approved by the NDC gave priority to special category states like Assam, Jammu and Kashmir and Nagaland. The 5th Finance Commission clarified in 1969 what would be the concept of special category? The NDC had allocated assistance from the central plan to these states on the basis of this status. Till the financial year 2014-2015, 11 states with special category status got its benefit. In 2014, when the government led by Prime Minister Narendra Modi was formed at the Center, the Planning Commission was dissolved and the Niti Aayog was formed. With this effect, the Gadgil formula-based grant stopped and the provision of dividing the states into different categories also ended. Now no new state is being given special category status, as the Constitution of India does not provide for such classification.
