    According to Lithuania’s National Crisis Management Center, the balloons were being used for cigarette smuggling. Recent intrusions into NATO airspace have raised security concerns in Europe. Some European officials suspect Russia is testing NATO’s preparedness. In July, a Russian drone crashed in Lithuania, and another was found later in the month containing explosives. Following these incidents, the Lithuanian parliament decided that any unmanned drone violating its borders should be shot down.
