New Delhi’s prestigious Raisina Dialogue 2026 reached its final day on March 7, drawing global attention to India’s evolving role in international affairs. External Affairs Minister Dr. S. Jaishankar delivered a compelling address, spotlighting India’s unique diplomatic prowess in the Indian Ocean region.
Jaishankar emphasized India’s capacity to bring diverse nations together, attributing it to the deep trust and comfort other countries feel in partnering with New Delhi. ‘When it comes to the Indian Ocean, India holds a special significance, responsibility, and contribution,’ he stated. This isn’t merely due to India’s size or central location but stems from strong bilateral ties that foster collaboration.
He highlighted the bustling activity at Gurugram’s Fusion Centre, where representatives from numerous countries collaborate, share intelligence, and build a comprehensive security picture. This initiative underscores India’s leadership in forums like IOR, Colombo Security Conclave, and BIMSTEC, laying the groundwork for a broader Indian Ocean framework. Even as Pacific nations integrate into this structure, bilateral partnerships remain crucial.
Reflecting on collaborations with Seychelles, Mauritius, and Sri Lanka, Jaishankar noted the long history of joint naval and coast guard operations. Many of these partners operate vessels of Indian origin, and regular training exercises strengthen ties. Australia emerges as a key player in large-scale drills across the Indian Ocean and Indo-Pacific.
India’s comprehensive maritime capabilities shine through its navy and coast guard, which lead in diverse operations from counter-piracy in Singapore to combating drug networks and illegal fishing. The country has been at the forefront of humanitarian assistance, disaster relief (HADR), and oil spill responses, notably aiding Sri Lanka and Mauritius with Indian vessels providing immediate cleanup support. ‘We are indeed a net security provider,’ Jaishankar affirmed, encapsulating India’s proactive stance.
As global challenges intensify, India’s ability to convene and lead underscores its indispensable role on the world stage, promising a more secure and cooperative Indian Ocean region.
