Today once again a tragic accident has happened. Here a bike rider was crushed by a truck. Due to which he died on the spot. As soon as the information of the incident was received, the police reached the spot and started investigation by establishing a case.

    This case is from Silatra police station area. The deceased has been identified as Netram Devangan. It is being told that the deceased was married and has three daughters. Taking action in the case, Silatra police has arrested the truck driver.

    Let us tell you that around the Tatibandh four-lane bridge in Sankara, the six-lane road has been converted into a parking space for heavy vehicles, while industrial vehicles run on the service road built along the six-lane road and the people who have received compensation for their shops and houses have again encroached upon the road and built shops, due to which accidents are happening every day.

    Leader of Opposition Dr. Charandas Mahant said that the condition of the entire state is very bad. There is no medicine in the hospitals. There is no arrangement for testing in government hospitals. People from poor families are suffering more from malaria and diarrhea. The poor are being told to get tested from private labs. Many patients have died.

    Congress MLA Raghavendra Singh said that in my district alone more than five hundred people are suffering from diarrhea. Four people have died. Two people have died due to malaria and dengue. Patients are being sent back saying that there are no beds in hospitals. The situation is very frightening.

    Congress MLA Daleshwar Sahu said that five people of the Baiga caste have died of diarrhea in Bodla block of Kabirdham district. BJP MLA Janak Dhruv said that people have also died of malaria in Mainpur. People of the Kamar Bhuiyan tribe live in this area. This area has diamond mines. Poor people from rich land live in this area. They are being referred from government hospitals for treatment.

    Congress MLA Bhupesh Baghel said that cases of people suffering from dengue, malaria and diarrhea are coming from all over the state. People are dying due to this. Asandi said that this issue will be discussed in the House tomorrow.

According to the scheduled program of CM Sai, he will leave for Nava Raipur Atal Nagar from the Chief Minister’s residence at 10 am tomorrow, where he will attend the Green Steel International Summit 2024 program from 10:20 am to 10:45 am.     So far 437.7 mm average rainfall has been recorded in Chhattisgarh

    According to the information compiled by the State Level Control Room set up by the Revenue and Disaster Management Department of the State Government, an average rainfall of 437.7 mm has been recorded in the state since June 1, 2024. According to the rainfall recorded in various districts of the state from June 01, 2024 till today morning 24 July, the highest average rainfall of 1059.0 mm has been recorded in Bijapur district and the lowest average rainfall of 170.6 mm has been recorded in Surguja district.

    In the results declared by the Madrasa Board, 60.93 percent students passed in the High School Correspondence Course Examination, 69.73 percent in Higher Secondary Correspondence Course Examination (Arts Faculty), 81.81 percent in Higher Secondary Commerce Faculty, 82.05 percent in Higher Secondary Science Faculty, 91.67 in Urdu Adeeb and 100 percent in Urdu Expert Certificate Examination.   • Live video of the accident: Drunk car driver hits scooter rider, girl injured

    Laxmikant Bansod, Balod. CCTV footage of a heart-wrenching accident has surfaced in Balod district of Chhattisgarh. Actually, today in Ganjpara of Balod, a drunk car driver hit a scooter rider coming from the front. The girl got injured in this accident. She was referred to Dhamtari after first aid at the district hospital. The video of this accident is going viral on social media.

    On receiving information about the accident, the police reached the spot. The police have arrested the car driver. According to the police and eyewitnesses, the car driver was extremely drunk and was not even able to tell his name. The police have registered a case and are taking further action.

    BJP MLA Ajay Chandrakar asked the Public Health Minister that how many complaints were received regarding fake caste certificates in Chhattisgarh Government Nursing College, when and against whom? What action did the department take on the basis of these complaints?

    Ajay Chandrakar asked whether an inquiry committee was formed against him? Against whom did the committee investigate and when? What report was received after the investigation and how many time limit meetings were held in this regard and what decisions were taken in those meetings? By when will the investigation be completed? Please provide a copy of the investigation committee and time limit report.

    Public Health Minister Shyam Bihari Jaiswal informed that a total of 4 complaints were received regarding fake caste certificate in Chhattisgarh Government Nursing College – against Assistant Professor Varsha Gurdekar, Demonstrator Veena David, Associate Professor Neelam Paul and Associate Professor Mamta Nayak posted in Rajnandgaon Government Nursing College. On the basis of the complaints received, investigation proceedings were conducted by the high level certification investigation committee and the government.

    The minister said that the high level certification investigation committee found the caste certificates of Mamta Nayak and Neelam Pal to be valid. While investigation regarding the caste certificates of Varsha Gurdekar and Veena David is under process. The investigation officer has recommended a review DPC regarding Neelam Paul taking the benefit of promotion from the Scheduled Tribe category despite belonging to the Other Backward Class. The proceedings for the review DPC are under process.

    Along with this, BJP MLA Ajay Chandrakar asked that in the context of the complaint received, which officers/employees were promoted to which posts and when? Can promotion be given during investigation? If yes, then on which rules and regulations? If not, then on what basis and under which category were they promoted?

    The minister said that Varsha Gurdekar and Neelam Paul were promoted from staff nurse to demonstrator in the year 2008 and from demonstrator to assistant professor in the year 2015. Veena David was promoted from staff nurse to demonstrator in the year 2009 and from demonstrator to assistant professor in the year 2015, but Veena David did not take promotion to the post of assistant professor.

    The Public Health Minister said that Neelam Paul was promoted from Assistant Professor to Associate Professor in the year 2023. Mamta Nayak was promoted from Staff Nurse to Demonstrator in the year 2009, from Demonstrator to Assistant Professor in the year 2015 and from Assistant Professor to Associate Professor in the year 2023. The Minister clarified that promotions can be given during the investigation.

    Congress MLA Savitri Mandavi said that some employees get themselves transferred from Naxal areas in 2 or 3 years, but some have been working there for more than 10 years. There should be a transfer policy for them in other districts as well. She asked what is the provision for posting of police personnel in Naxal-affected areas in plain areas? What are the department’s guidelines for posting? When will the guidelines for employees be issued? What is the arrangement for their accommodation?

    Home Minister Vijay Sharma replied that those who are promoted from sub-inspector to inspector are posted in Naxal areas for at least 3 years, or there is a provision for posting of employees whose age is less than 54 years. There is a provision for posting of police personnel in other districts after 3 years of service in Naxal areas.

    He said that guidelines have been issued by the department for posting of police personnel in Naxal-affected areas. 18,355 houses are available for the employees posted in the police department. 898 houses are being constructed. The remaining houses are provisioned in the main budget of 2024-25. No work has been done on housing in the last 5 years. Therefore, we will have to work more.

  • Budget 2024: Developmental, inclusive and employment oriented budget, Vice Chancellor of Agriculture University Dr. Chandel said – will provide new direction to agriculture and rural development

    Satya Rajput, Raipur. Dr. Girish Chandel, Vice Chancellor of Indira Gandhi Agricultural University, described the Union Budget 2024 presented by Union Finance Minister Nirmala Sitharaman as a developmental, inclusive and employment-oriented budget and called it a budget promoting agriculture and rural development in the country.

    Dr. Chandel said that the Finance Minister has allocated Rs 1.52 lakh crore for agriculture and allied sectors for the financial year 2024-25, which is Rs 27 thousand crore more than last year’s budget. In this way, the budget of agriculture has been increased by about 20 percent. This will promote the development of agriculture and allied sectors and will create new employment opportunities in rural areas.

    He said that 1 crore farmers will be introduced to natural farming in the coming years. The government plans to enhance production, storage and marketing to achieve self-sufficiency in pulses and oilseeds. The budget has emphasized research and development in the agriculture sector to focus on development of climate resilient varieties. New high-yielding and climate resilient varieties of 32 agricultural crops and 109 horticultural crops will be released for cultivation by farmers in the next 2 years. Significant funds will be allocated for research and development initiatives with special focus on enhancing production, storage and marketing of pulses and oilseeds. The initiative aims to achieve “self-sufficiency” in oilseeds such as mustard, groundnut, sesame, soybean and sunflower. To enhance the supply chain of vegetables, the budget proposes to develop large-scale clusters for vegetable production near major consumption centres. Large-scale clusters for vegetable production will be developed close to major consumption centres to promote farmer producer organisations, cooperatives and startups for supply chains of vegetables including collection, storage and marketing. Digital crop survey for Kharif will be conducted in 400 districts in FY 2025, integrating 6 crore farmers and their land into farmer and land registry.

    Facility for issuance of people-support based Kisan Credit Cards will be provided in five states. Recognising the potential in aquaculture, the Budget has provided financial assistance for setting up a network of nucleus breeding centres for shrimp broodstocks. It also said that financing of shrimp farming, processing and export will be facilitated through NABARD.

    Dr. Chandel said that the budget has announced a provision of Rs 2.66 lakh crore for rural development, which can benefit the rural demand for automobiles – especially entry-to-level two-wheelers and tractors. Apart from this, the government has announced a three-year plan to facilitate digital public infrastructure in partnership with the state government. This digital infrastructure will provide important information to farmers about weather, crop advisory services and market prices. Apart from this, many steps have been taken in this budget to connect the youth with employment, in which a Prime Minister’s package of five schemes has been given for 4.1 crore youth with a central outlay of Rs 2 lakh crore. Under this package, more than four crore youth will be provided employment, skills and other opportunities in the coming five years. 1 crore youth will be skilled in five years. 1 crore youth will be given an allowance of Rs 5 thousand per month for 12 months during internship in the country’s 500 top companies. The loan limit under Pradhan Mantri Mudra Yojana has been increased from 10 lakh to 20 lakh. Along with this, the government has also announced to provide education loan at 3 percent interest rate, which will create new employment opportunities for the youth.
