Lucknow, January 21: Uttar Pradesh Chief Minister Yogi Adityanath emphasized that the legislature embodies the soul of democracy, serving as the bedrock for justice, equality, and sovereignty. Speaking at the valedictory session of the 86th All India Presiding Officers’ Conference, he hailed the event as a pivotal moment for reinvigorating democratic institutions.
The three-day conference brought together presiding officers from across the nation, culminating in six key resolutions aimed at achieving ‘Viksit Bharat-2047’. CM Yogi highlighted how the deliberations provided invaluable guidance from legislative experts and public representatives.
Expressing gratitude to Lok Sabha Speaker Om Birla and Rajya Sabha Deputy Chairman Harivansh, he noted that the conference elevated democratic practices. ‘Justice is determined through the legislature,’ he asserted, underscoring its role in translating government schemes into capacity-building initiatives and exemplifying sovereignty through constructive debates.
India’s democratic heritage, rooted in ancient village panchayats, unites the nation beyond regional differences, Yogi remarked. Drawing from his five terms in Lok Sabha, he shared lessons on efficient house management within rules and traditions.
Under his leadership, Uttar Pradesh Assembly reformed question hour, now accommodating 20 questions from 20 members, up from just two or three previously. He celebrated the conference’s resolutions aligning with Viksit Bharat goals.
In UP’s legislative houses, 377 MLAs debated ‘Viksit Bharat-Viksit UP’ overnight, contributing to a vision document shaped by over 500 representatives and intellectuals. Field interactions across 75 districts gathered 9.8 million suggestions, refined with IIT Kanpur’s help.
Innovations like paperless budgets and full digital systems promote environmental conservation. Yogi stressed training legislators and ensuring at least 30 session days annually, with UP Assembly running extended hours without lunch breaks.
The house addresses national issues through committees, special discussions on Constitution Day, and more. Committing to implement all six resolutions, Yogi called the conference a platform for sharing best practices.
