West Bengal Government Transfers 99 Block Development Officers

Kolkata, July 28 – The West Bengal Department of Personnel and Administrative Reforms issued an order on Tuesday to relocate 99 Block Development Officers (BDOs) across the state. The move comes after the new BJP‑led administration, headed by Chief Minister Somen Mitra, took office in May following the state assembly elections. While police reforms were announced earlier, this is the first large‑scale reshuffle at the block level, which forms the backbone of rural governance. The transfer aims to fill vacancies left by elected Panchayat leaders who have been absent from their offices since the May 4 election results, causing delays in delivering rural public services. Younger officers from the 2018‑2025 civil service batches have been given priority for the new postings, a decision officials say will accelerate development projects. The initiative follows the recent passage of the West Bengal Panchayat (Second Amendment) Bill, 2026, intended to curb abuse of power by elected officials and streamline service delivery. Rural Development Minister Dilip Ghosh emphasized that the bill does not diminish constitutional roles but seeks to reduce corruption and commission‑based practices, shifting financial approvals to career bureaucrats.
