Mumbai’s administrative landscape is undergoing a significant transformation as Dr. Iqbal Singh Chahal, a veteran IAS officer, prepares to retire after decades of exemplary service. The Maharashtra General Administration Department issued a key order on Friday, announcing that Dr. Chahal, currently Additional Chief Secretary in the Home Department, will step down on January 31, 2026.
In a seamless transition, Manisha Patankar-Mhaishkar, the current Additional Chief Secretary in the Public Works Department, will assume Chahal’s responsibilities in the Home Department. Additionally, Ashwini Bhide, who serves as Additional Chief Secretary to the Chief Minister, will take over Chahal’s additional role as Additional Chief Secretary (Mining).
This reshuffle, signed by Joint Secretary Subhash Umranikar, extends warm wishes to Dr. Chahal for his retirement. Copies of the order have been circulated to top officials, including those in the Chief Minister’s Office, Deputy Chief Minister’s office, and relevant departments.
Dr. Chahal, from the 1989 batch, has left an indelible mark on Maharashtra’s governance. His tenure as Commissioner of Brihanmumbai Municipal Corporation (BMC) during the COVID-19 crisis stands out, where he spearheaded the innovative ‘Mumbai Model’ that earned nationwide acclaim for efficient pandemic management.
Though he did not ascend to the Chief Secretary position, Chahal’s post-retirement role as Chairman of the Mumbai Police Housing Township Project—with Minister of State status—begins February 1, 2026, for a five-year term, ensuring his expertise continues to benefit the state.
Manisha Patankar-Mhaishkar, a 1992 batch IAS officer, brings her proven track record from Public Works to her new role. Ashwini Bhide, 1995 batch, is renowned for her leadership in the Mumbai Metro Line 3 (Aqua Line) project.
This strategic move underscores Maharashtra’s commitment to administrative continuity and injecting fresh leadership into critical departments amid ongoing developmental challenges.
