Key milestones defined this evolution. Bilaspur merged on July 1, 1954, followed by Himachal’s designation as a Union Territory on July 1, 1956. November 1, 1966, saw the addition of Kangra and other Punjab hill areas, yet full statehood remained elusive. The turning point arrived with the Himachal Pradesh State Act passed by Parliament in December 1970.
