Sources close to ongoing investigations have identified Dr. Shaheen as a central figure in a disturbing terror recruitment operation that specifically targeted vulnerable Muslim girls and women for human bomb attacks. Insights from recovered deleted digital communications, particularly WhatsApp chats, point to a meticulously planned strategy under the code ‘Mujahid Jangju’.
The alleged recruitment drive by Dr. Shaheen concentrated on young Muslim women and girls, particularly those aged 14-18, and those who were divorced or had fallen out with their families. These individuals were deemed susceptible to radicalization and subsequently trained for acts of terror, a mission known internally as ‘Mission Kafir’.
Intelligence suggests Dr. Shaheen managed a widespread terror infrastructure across Uttar Pradesh. This network comprised multiple cells, with each team consisting of five doctors and led by ‘HOD’ coded leaders. Extreme measures were in place to safeguard operational secrecy, including decentralized team structures to prevent knowledge of the broader network. The investigation also points to potential coordination with Pakistan-based Jaish commanders, including exchanges of bomb-making techniques.
Financial investigations have uncovered substantial suspicious transactions, amounting to over 40 crore rupees over seven years, associated with Dr. Shaheen, Dr. Adil, Dr. Arif, and Dr. Parvez. The unique transaction patterns, like adding one rupee to sums, are thought to be a form of coded communication to facilitate clandestine activities, highlighting a sophisticated financial mechanism supporting these terror cells.
