In a swift operation, Delhi Police’s Kotwali station team cracked a mobile phone snatching case involving a US citizen within just 72 hours. The incident unfolded late on January 15, 2026, in Chandni Chowk, where 37-year-old Jing Teng was shopping near Omaxe Mall. A scooter-riding thief snatched his phone and sped away, prompting immediate action from local officers.
The victim, a foreigner, elevated the case’s priority. Inspector Gyan Prakash assembled a dedicated team under SHO Sumit Kumar and ACP Shankar Banerjee. Comprising Head Constables Bhudev and Narendra, alongside Constables Vipul, Puran, and Amit, the squad dove into the investigation. They scoured over 50 CCTV cameras around the scene, capturing clear footage of the suspect fleeing as the victim gave chase.
Local informants helped identify the culprit as Tousif alias Toshif, a notorious history-sheeter from Shahganj, Ajmeri Gate, under Kamla Market station. Known for his criminal past, he had been released from jail in October 2025. Raids led to his arrest on January 19 morning in GB Road’s Gali Sakko Wali, just as he plotted another crime.
Interrogation revealed confessions to the Chandni Chowk theft using his father’s Honda Activa scooter, and another on January 12 near Old Delhi Railway Station. Police recovered the stolen Apple iPhone 14 Pro, the scooter, clothes, and shoes from his home. A school dropout turned meat shop worker, Tousif’s drug addiction fueled a 15-year spree of over 10 snatchings and robberies. Investigation continues as Delhi bolsters safety for tourists.
