    Secretary to the Chief Minister, Shri P. Dayanand, inaugurated the three-month preventive vigilance campaign in SECI

    CMD SECI Shri Harish Duhan appealed to fully comply with the guidelines of the Central Vigilance Commission

    Raipur, The three-month preventive vigilance campaign was launched at SECI headquarters Bilaspur as per the instructions of the Central Vigilance Commission, New Delhi. Shri P. Dayanand, Secretary to the Chief Minister, was present as the chief guest on this occasion.

    The program was presided over by SECI CMD Shri Harish Duhan. On this occasion, Shri Sunil Jain, Commissioner, Bilaspur Division; SECI Director (Technical – Operations cum Planning/Project) Shri N. Franklin Jayakumar; Director (Human Resources) Shri Biranchi Das and Chief Vigilance Officer Shri Himanshu Jain were prominently present.

    The program started with the lighting of the lamp. After this, the guests garlanded the picture of Sardar Vallabhbhai Patel and paid their respects to him. After that, the Coal India corporate song was presented.
    After this, CMD SECI Shri Harish Duhan administered the oath of integrity to all those present.

    Chief guest Shri P. Dayanand said that transparency is very essential in the public sector, whether it is PSUs or the state government. Such events definitely promote vigilance and transparent work culture. He said that both the public sector undertakings and the state government are complementary to each other and mutual cooperation and coordination between the two is very essential for the development of the region.

    SECI CMD Shri Harish Duhan, who was presiding over the program, said that I want to appeal to every member of Team SECI that whatever work we do, we should do it with full honesty and integrity, staying within the ambit of rules and policies.

    Expressing gratitude to the state government, he said that SECI continues to receive guidance and cooperation from the state government to improve its functioning. The result of this is that this year we have been able to speed up the process of land acquisition in mega projects. During this time, he also discussed issues related to land acquisition and other areas with the desired cooperation from the state government.

    Chief Vigilance Officer Shri Himanshu Jain said that the theme of this year’s campaign by the Central Vigilance Commission has been decided as “Vigilance: Our Shared Responsibility”. The five main points of this campaign are – disposal of pending complaints, disposal of pending cases, operation of capacity building programs for officers and employees, effective management of assets and making the working system more modern and transparent by promoting digital initiatives.

    The Vigilance Department has made several efforts to improve the functioning of SECI. For example – Third party testing for improvement in coal quality, development of a transparent system through CCTV surveillance and real time supervision. SOP based bill processing, FIFO clearance and SAP based tracking have been implemented in the procurement processes. Machines have been verified and digital tagging has been done to strengthen asset management. Operations and monitoring have been made more effective and transparent through digital platforms like Jatayu Dashboard, Digicol and Integrated Command and Control Center.

    All the heads of departments, officers and employees of the headquarters including General Manager (Vigilance) Shri Nageshwar Rao were present in the program.
