In the alleged liquor scam case in Jharkhand, the Bureau of Economic Offenses Investigation (EOW) Raipur has sought permission from the Jharkhand government for investigation against IAS Vinay Kumar Choubey and Product Department official Gajendra Singh under Section 17A. The case was registered by the Economic Offenses Branch of Raipur, in which the IAS officer of Jharkhand and the then excise secretary Vinay Choubey were also accused.
According to the information, Vikas Singh, a resident of Argoda police station area of Ranchi, had filed a complaint against the scam. An FIR was lodged after investigating this complaint. Vikas Singh had alleged that the officials of Chhattisgarh together carried out the liquor scam, which caused revenue loss of billions of rupees to the state government. Apart from this, it was also alleged that a syndicate of officials of Chhattisgarh and Jharkhand changed the excise policy of Jharkhand and due to this the state government lost revenue. It was also said in the allegation that the officials of both the states together also scammed the man power supply. There were several meetings between the officials of both the states from December 2021 to January 2022.

In April 2023, IAS Vinay Chaubey and K.K. Satyarthi recorded his statement in the Raipur office of ED. The investigating agency, in its investigation, found that an illegal syndicate of officials and traders of Chhattisgarh had scams a liquor scam during the tenure of Bhupesh government. Investigation also revealed that illegal liquor was sold from government liquor shops by putting duplicate holograms from 2019 to 2022, causing revenue loss of crores of rupees to the state government.
Accused of supplying fake holograms

According to the FIR lodged in EOW, the liquor policy of Jharkhand was changed in December 2022. Its meeting was held in Raipur at the hideout of businessman Anwar Dhebar. During this time, AP Tripathi, Anil Tuteja, Arvind Singh and Jharkhand Product Officer were also present. Sumit is said to benefit the company behind changing the policy. The government has suffered crores of rupees from this. The same company was also working as liquor contracts in Chhattisgarh.
