In Chhattisgarh, the government is overhauling its sand mining regulations to improve transparency, organization, environmental standards, and public welfare. The previous administration saw a significant drop in operational sand mines, leading to construction delays and a rise in illegal practices. The current government, under the leadership of CM Vishnu Deo Sai, is taking steps to address these issues.
The revamped mining policy seeks to streamline sand extraction, ensuring it is well-managed and beneficial for the public. This includes a focus on open practices and scientific methods.
To expedite environmental approvals, the government has established three state-level environmental impact assessment committees, improving the efficiency of the process. This is a major increase from the single committee previously in place.
Currently, 119 sand mines are operating legally with environmental clearances, and another 94 are in the final stages of approval. Furthermore, the government plans to approve more than 300 new mines within the next 18 months to maintain a stable sand supply and support construction projects.
An IIT Roorkee study concluded that controlled sand mining has no adverse impacts on rivers, providing scientific backing for the government’s approach.
Between the fiscal years 2024-25 and June 2025, 6,331 illegal mining cases were registered, with authorities recovering ₹18.02 crore, seizing 184 machines, and filing 56 FIRs and 57 court cases. Joint task forces involving officials from multiple departments are actively monitoring and enforcing regulations.
Prompt legal and administrative measures are being taken to address sand-related issues in various districts. The government is committed to eliminating illegal activities.
Beneficiaries of the Pradhan Mantri Awas Yojana (housing scheme) are exempt from sand royalty payments, offering financial relief to those in need.
