    Patna witnessed a pivotal one-day training workshop focused on the Aspirational Block Programme (ABP) in Bihar, aimed at accelerating development in the state’s most backward regions. Launched by the Government of India on January 7, 2023, this initiative builds on the success of the Aspirational Districts Programme (ADP) to strengthen governance and enhance quality of life at the block level.

    The workshop, held on February 23, 2026, at the Directorate of Economics and Statistics in Patna, was chaired by Dr. N. Vijayalakshmi, Additional Chief Secretary of the Planning and Development Department. Key discussions revolved around bolstering planning capabilities, promoting data-driven monitoring, and refining implementation strategies at the block level. Officials emphasized the need for convergence of state schemes, capacity building, evidence-based planning, and robust knowledge management.

    Currently operational in 61 blocks across 27 districts, the ABP underscores Bihar’s commitment to outcome-based development. Under the ADP, Rs 280.26 crore has been disbursed to districts so far. Additionally, Rs 20.50 crore in performance-based incentives has been allocated to 16 blocks in six districts, reinforcing a results-oriented governance model.

    A highlight was the introduction of the ‘Block Saturation Strategy,’ designed to achieve 100% coverage of essential government services and key performance indicators in targeted blocks. This approach prioritizes last-mile service delivery, real-time monitoring, and effective convergence of central and state schemes to ensure no eligible beneficiary is left behind.

    Senior planning officials, district planning officers, regional experts from the State Transformation Cell, and representatives from relevant departments attended the event. Dr. Vijayalakshmi issued strict directives for regular monitoring of the programme across all districts, 100% utilization of allocated funds in a campaign mode, and submission of utilization certificates by March 15, 2026. These measures signal a renewed push for transformative development at the grassroots level.
