Patna has just notched up a major milestone in digital governance. Bihar’s e-governance department and BIPARD have secured the prestigious ISO 9001:2015 certification, handed over on January 21, 2026, for a three-year term. This international stamp of approval underscores the state’s commitment to quality, transparency, and standardized processes in public service delivery.
Additional Chief Secretary Dr. B. Rajender shared this breakthrough news during a press briefing in Patna. He highlighted how the Bihar Right to Public Services Act, 2011, has empowered 14 departments to offer 153 essential services directly to citizens. From caste and income certificates to new ration cards, labor accident grants, driving licenses, Kanya Utthan Yojana benefits, and social security pensions, these services are now more accessible than ever. Over 511.3 million applications have been successfully processed so far.
A game-changer at the grassroots level: Since July 2025, over 64 services are available right at panchayat buildings through Jan Seva Kendras. No longer do villagers need to trek to block, sub-division, or district headquarters for basic needs.
Dr. Rajender also shed light on the Bihar Public Grievance Redressal Act, 2015, which covers timely resolution for 514 services across 45 departments. Since January 22, 2016, more than 1.857 million complaints have been addressed transparently.
The Bihar Government Servant Grievance Redressal System stands out too. Launched on June 3, 2019, this online platform has resolved 14,569 issues related to service conditions, retirement, and benefits.
Adding young talent to the mix, the Chief Minister’s Fellowship Scheme, approved via notification 17373 on September 15, 2025, will onboard 121 subject experts into key government offices. A MoU with IIM Bodh Gaya and Bihar Administrative Reforms Mission Society paves the way.
Employment figures are impressive: From April 1, 2020, to February 6, 2026, 984,141 jobs were created, including 795,832 regular hires, 117,784 contractual staff, and 70,525 from external sources. For 2025-26, requisitions for 150,561 posts have been sent to commissions and councils.
Human resource management has gone fully digital, with 272,000 service records digitized, over 12.3 million pages scanned, and service-payroll management for nearly 800,000 employees across 48 departments underway. Bihar is setting a new pace in e-governance, making services simpler and lives easier.
