In a grand display of unity and ambition, the Bihar Development Summit 2026 unfolded at Delhi’s Talkatora Stadium under the banner of the Let’s Inspire Bihar (LIB) campaign. Drawing participants from across India and abroad, the event marked a pivotal moment in the journey toward a developed Bihar by 2047, aligning seamlessly with India’s national vision of Viksit Bharat.
The summit was inaugurated by Union Minister Giriraj Singh, with Bihar Deputy Chief Minister Vijay Kumar Sinha and Industry & Road Construction Minister Dr. Dilip Jaiswal as chief guests. IPS officer Vikas Vaibhav, the chief patron of LIB, steered the proceedings, emphasizing collective resolve for Bihar’s transformation.
The ceremony kicked off with a traditional lamp-lighting, symbolizing renewed commitment to Bihar’s renaissance. An audiovisual presentation chronicled the campaign’s four-year journey, complemented by captivating cultural performances from artists like Manisha Jha, singer Deepak Thakur, and poets Shambhu Shikhar and Neelotpal Mrinal.
Addressing the gathering, Vikas Vaibhav expressed gratitude to the dignitaries and highlighted the event’s scale: over 5,000 registrations and participants from London, Dubai, and Vietnam. Recalling the campaign’s humble beginnings in Patna on January 12, 2021, with just three visionaries, he noted its growth to over 3.5 lakh members. ‘This isn’t a crowd; it’s a congregation of change-makers,’ he declared.
Vaibhav reflected on personal experiences of prejudice against Biharis, invoking Bihar’s glorious past—Nalanda, Vikramshila, Vaishali, and the concept of zero. He stressed transcending caste divisions, drawing parallels to ancient unity under Nanda and Chanakya. ‘No outsider will change Bihar; its people must take charge,’ he asserted, advocating startups in every panchayat to curb migration.
Union Minister Giriraj Singh underscored Bihar’s historical role as India’s intellectual hub, urging its resurgence in economic and industrial spheres. Praising Vaibhav’s leadership, he envisioned Bihar as a manufacturing powerhouse through collaborative efforts.
Deputy CM Sinha lauded LIB’s mobilization of over three lakh people, aligning it with transparent governance and land reform initiatives essential for investment. Minister Jaiswal called the summit a policy-driven platform complementing government agendas, promising support for entrepreneurship at the grassroots.
Launched by Vaibhav on March 22, 2021, LIB promotes education, equity, and enterprise. It operates 30 free education centers for 2,000 underprivileged children and aims for five startups per district by 2028, each generating 100+ jobs. With 600 startups already linked, the campaign is poised for national expansion, heralding a self-reliant Bihar.
