Shillong has emerged as a concerning hotspot for HIV in India, with over 10,293 individuals receiving antiretroviral therapy (ART) as of January 2026. This stark revelation came during a state assembly session on Wednesday, where Health Minister A.L. Hek laid bare the escalating public health challenge.

Responding to a query from NPP legislator Mehtab Chandee Sangma, the minister disclosed that the state has witnessed 749 deaths linked to HIV/AIDS over the past decade. East Khasi Hills bore the heaviest toll with 435 fatalities, followed by West Jaintia Hills at 123 and East Jaintia Hills with 90. While fewer cases were recorded in other districts, the minister emphasized that none of these deaths were directly attributed to HIV/AIDS alone.

‘All reported deaths stemmed from opportunistic infections,’ Hek clarified, underscoring a critical nuance in the data. This distinction highlights how HIV weakens the immune system, paving the way for other ailments to prove fatal.

Expressing deep concern over rising infections, the minister pointed to formidable barriers under the HIV and AIDS (Prevention and Control) Act. Confidentiality of HIV status is sacrosanct, prohibiting testing without consent and compelling medication. Stigma remains a formidable obstacle, deterring testing and treatment adherence.

Despite these hurdles, the government is ramping up efforts. Awareness campaigns aim to promote early detection and effective treatment. Credit goes to Chief Minister Conrad K. Sangma and the state cabinet for approving a five-year mission-mode program backed by Rs 25 crore. This initiative will expand testing facilities, bolster manpower, and enhance outreach services across Meghalaya.

In response to another question from VPP MLA Ardent Basaiahmoiit, Hek affirmed the government’s commitment, partnering with community organizations for a war footing against the disease. An assembly forum on HIV/AIDS has been established, and legislators have donated a vehicle to aid affected individuals.

‘ HIV is no longer a death sentence,’ the minister asserted optimistically. ‘While not curable, it is treatable, enabling dignified lives.’ The state currently operates 392 Integrated Counselling and Testing Centres (ICTCs), supplemented by four mobile units statewide, signaling a multi-pronged strategy to curb the epidemic.
