  • Inside a secure Arizona facility printing millions of election ballots

    Phoenix — Inside a secure facility with armed guards in Phoenix, Arizona, the sound of democracy reverberates as ballots are printed, sorted, stuffed and shipped.

    The Runbeck Election Services facility near the Phoenix Sky Harbor International Airport will print about 35 million ballots for counties in eight states for the November election, including Arizona, Nevada, California, Colorado, Texas, Utah, Florida and Illinois. 

    “We don’t over-print anything,” said Jeff Ellington, Runbeck’s CEO. “So every step, as we go through, we print exactly what the counties asked for.”

    By the time voting ends on Nov. 5, the facility will use about 6,000 miles of paper to print up to 1.5 million ballots a day, enough to fill 51 semi-trucks, and weighing about the same as two Boeing 747s.

    Runbeck takes a picture of each ballot and checks it for thickness. Ellington says attempting to replicate these ballots would be difficult.

    “It’s got to be on the right paper, the tolerances to cut a ballot are shockingly tight, I mean, they’re three decimal places, and it’s not 8.5-by-11 sheets of paper,” Ellington explains.

    For example, Arizona’s Maricopa County alone, which includes Phoenix, has “about 15,000 different ballot styles,” he adds.

    The kind, thickness and color of the paper can vary by the machine tabulating the ballot, which varies by county. So does the design and layout of the ballot itself.

    Furthermore, every single ballot is tracked throughout the process.

    “There’s a secure process where the chain of custody of all of these ballots, from paper to ballots, going to the election office, to the ballots going to the voters, is all maintained under rigorous circumstances,” said David Becker, CBS News elections expert and political contributor.

    Becker says 95% of all voters in this election, including all voters in battleground states, will vote on paper ballots. Becker says those ballots are “auditable and verifiable.”

    Runbeck works 30 states and Washington, D.C., and a growing part of its business now centers around election security.

    “We recently started selling panic buttons to counties because of all the threats to poll workers,” Ellington said.

    So far, the company has sold about 1,000 panic buttons to different counties. When pressed, the button alerts 911.

    “There’s a lot of concern,” Ellington said.

    Searchers found the body of a 24-year-old hiker on a rugged trail in Big Bend National Park in Texas Monday, the National Park Service says.

    According to the service, park rangers became concerned the day before because a vehicle was parked for several days at the trailhead for the Marufo Vega/Strawhouse/Ore Terminal Trail.

    “Records indicated that there were no overnight backpackers listed for that area for those nights. A quick search by the park pilot was unable to locate hikers in the area,” the service said.

    So a search and rescue team of rangers and U.S. Border Patrol personnel went to three trails Monday morning, along with helicopters from the Texas Department of Public Safety and U.S. Customs Air and Marine Operations.

    The body was spotted in a remote area along the Marufo Vega Trail, park service officials said. A Department of Public Safety helicopter flew it out.

    The hiker’s identity wasn’t released.

    The park service described the Marufo Vega Trail as “a spectacular yet challenging 14-mile loop that winds through rugged desert and along rocky limestone cliffs. No shade or water makes this trail dangerous during the warmer times of year.”

    The service pointed out that even though it’s late October, the mercury along the Rio Grande and desert areas of Big Bend has risen to almost 100 degrees each afternoon.

    “Park rangers wish to remind all visitors to be aware of the dangers of extreme heat,” the service stressed. “Hikers should be prepared to carry plenty of water, salty snacks, and to plan on being off desert trails during the heat of the afternoon.”

    Washington — President Biden will cast his early vote Monday with just over a week to go until Election Day, as his chosen successor and former rival appear to be deadlocked in a tight race for the White House.

    Mr. Biden will cast his vote in Wilmington, Delaware, where he spent the weekend, before returning to the White House.

    The moment comes four years to the day after Mr. Biden cast his vote in the 2020 race and would go on to win the most votes ever cast for a U.S. presidential candidate. This year, the president casts his ballot months after opting to abandon his reelection bid and leave the presidential race, endorsing Vice President Kamala Harris for the Democratic nomination.

    Since he dropped out of the race, the president has largely stayed off the campaign trail and often out of the spotlight, giving voters a chance to get to know his possible successor. Meanwhile, Harris has worked to toe a narrow line — aligning herself with the Biden administration’s successes, while distinguishing herself from pain points with voters. 

    Harris and former President Donald Trump are tied across the battleground states, while Harris has a one-point lead nationally, according to a CBS News poll released Sunday.

  • Famous mama grizzly bear killed by car “stepped right out into the road” before collision, Wyoming officials say

    The driver who struck and killed a famous grizzly bear south of Grand Teton National Park earlier this week was not speeding and the bear’s death was an accident, law enforcement officers said Friday.

    The death of grizzly No. 399 on Tuesday night in the Snake River Canyon south of Jackson saddened tourists, wildlife biologists and amateur and professional photographers who for years studied and captured images of the bear and her many cubs and followed her comings and goings on social media sites.

    “The bear stepped right out into the road,” Lincoln County Sheriff’s Patrol Lt. John Stetzenbach told the Jackson Hole News & Guide on Friday. The driver “was unable to brake in time to avoid the bear, and the collision occurred.”

    He said the collision “truly was an accident” and that the driver was not speeding or distracted and was not cited. The Subaru that hit the bear had to be towed from the scene, Stetzenbach said.

    He declined to identify the driver, noting some online comments blamed the driver for the bear’s death.

    At 28 years old, No. 399 was the oldest known reproducing female grizzly in the Yellowstone ecosystem. Each spring, wildlife enthusiasts eagerly awaited her emergence from her den to see how many cubs she had birthed over the winter – then quickly shared the news online. The bear had 18 known cubs in eight litters over the years, including a litter of four in 2020. She stood around 7 feet tall and weighed about 400 pounds.

    Named for the identity tag attached to her ear by researchers, the grizzly was often seen near roads in Grand Teton, drawing crowds and creating traffic jams.

    Wildlife photographer Thomas D. Mangelsen previously described the bear as his muse.

    “Her intelligence, her behavior, her beauty,” Mangelsen told “60 Minutes” in 2018. “The fact that she’s had all these offspring. There’s not many bears that I know of that’s had three sets of triplets.”

    Grand Teton bear biologist Justin Schwabedissen said Thursday that he believes her yearling cub, which was apparently not struck, will survive on its own.

    Authorities said 49 grizzly bears died because of vehicle collisions between 2009 and 2023. 

    Grizzly bears generally live to be around 25, though some in the wild have lived for over 35 years, according to the Fish & Wildlife Service.

    Before 1800, there were an estimated 50,000 grizzly bears living throughout 18 western States, including Wyoming, according to the Fish and Wildlife Service. By 1975, the population in the 48 contiguous states was reduced to between 700 to 800. 

    After decades of being listed as threatened in the lower 48 states under the U.S.  Endangered Species Act, the population has grown to at least 1,923 grizzly bears in the 48 contiguous states.
