  • TRAI Releases Consultation Paper On Framework For Service Authorisations.

    New Delhi: The Telecom Regulatory Authority of India (TRAI) on Wednesday released a consultation paper on ‘Framework for Service Authorizations for provision of Broadcasting Services under the Telecommunications Act, 2023’.

    The Ministry of Information and Broadcasting (MIB) through a letter dated 25th July 2024, sent a reference to TRAI informing that the Telecommunications Act, 2023 has been published in the Official Gazette of India. Section 3(1)(a) of the Telecommunications Act, 2023, which is yet to be notified, provides for obtaining an authorization by any entity/ person intending to provide telecommunication services, subject to such terms and conditions, including fees or charges, as may be prescribed.

    In respect of the broadcasting services, the reference has appreciated that many broadcasting platforms (which employ radio waves and spectrum for offering services) viz. DTH, HITS, IPTV, Uplinking/Downlinking of television channels (including teleports), SNG, DSNG, Community Radio, FM Radio etc. are issued license/ permission/ registration by MIB under Section 4 of the Indian Telegraph Act, 1885, which is replaced by the Telecommunications Act, 2023.

    The Ministry also shared a background note providing the details of the policy guidelines of various licenses/ permissions/ registrations issued by MIB and the relevant sections of the Telecommunications Act, 2023 that may have a bearing on the terms and conditions of authorizations.

    MIB, through the said letter dated 25.07.2024, under Section 11(1)(a) of the TRAI Act, 1997, requested TRAI to provide its recommendations on the terms and conditions, including fees or charges; for authorization to provide broadcasting services, with the objective of aligning it to the Telecommunications Act, 2023 and harmonizing the terms and conditions across various service providers, so that the terms and conditions for the authorizations of broadcasting services may be notified as Rules under the Telecommunications Act, 2023.

    Accordingly, a Consultation Paper on ‘Framework for Service Authorizations for provision of Broadcasting Services under the Telecommunications Act, 2023’ has been placed on the TRAI’s website (www.trai.gov.in) for seeking comments/ counter comments from the stakeholders. Written comments on the issues raised in the Consultation Paper are invited from stakeholders by 20th November 2024 and counter-comments by 27th November 2024, respectively.

  • Samsung Electronics Signals Progress In HBM Chip Supply To Nvidia |

    Seoul: Samsung Electronics on Thursday hinted at the possibility of supplying its advanced high bandwidth memory (HBM) chips to the US AI giant Nvidia in the near future.

    The South Korean tech giant has been struggling to have its HBM3E chips pass Nvidia’s quality tests, while its local chip making rival SK hynix recently began mass-producing industry-leading 12-layer HBM3E chips, Yonhap news agency reported.

    “We are currently mass-producing both eight-layer and 12-layer HBM3E products,” said Kim Jae-june, vice president for memory business at Samsung Electronics, during a conference call following the release of its third-quarter earnings report.

    Kim noted that the company has achieved “meaningful progress” in meeting quality testing requirements for a “major customer,” expected to be Nvidia, whose GPUs are essential for AI computing.

    “We expect to expand sales in the fourth quarter,” he added, addressing previous concerns that Samsung Electronics had fallen behind in supplying HBM products to Nvidia.

    Samsung Electronics reported that its third-quarter HBM sales rose more than 70 per cent from the previous quarter, with the fifth-generation HBM3E chips expected to contribute 50 per cent of total HBM sales in the fourth quarter.

    “We are expanding sales of our eight- and 12-layer HBM3E chips to multiple customers,” the company said. “We are working on improving our HBM3E in line with the next-generation GPU plans of a major customer.”

    Samsung Electronics said it is developing sixth-generation HBM4 products and aims to begin mass production in the second half of next year.

    In its third-quarter earnings report, Samsung Electronics’ semiconductor division posted a 3.86 trillion won ($2.8 billion) operating profit, missing the market expectation of 4.2 trillion won.

    Shares of Samsung Electronics rose 0.17 per cent to close at 59,200 won on the Seoul main bourse, outperforming the KOSPI’s 1.45 per cent drop.

The Photos app is even more intelligent with many new capabilities. Natural language search gives users the ability to search for just about anything by simply describing what they are looking for.

    The Memories feature now gives users the ability to create the movies they want to see by simply typing a description, said Apple. Using language and image understanding, Apple Intelligence will pick out the best photos and videos based on a user’s description, craft a storyline with chapters based on themes identified from the photos, and arrange them into a movie with its own narrative arc.

    Apple Intelligence helps users prioritize and stay in the moment with notification summaries that allow users to scan long or stacked notifications with key details right on the Lock Screen, such as when a group chat is particularly active. The Delhi government has now issued a tender to provide WhatsApp Business and an application programming interface for traffic rule-related challan.

    So, Delhi’s transport department will soon start sending e-challan to commercial vehicle owners through WhatsApp. Currently, around 1,000-1,500 e-challans are issued daily.

This automation ensures vehicle owners stay informed about pending dues, which is expected to improve compliance and reduce traffic violations.

    According to a report from the Times of India, an official familiar with the matter stated that this framework should be capable of sending messages in media formats such as photos, PDFs, and videos. This has been permitted by WhatsApp.

    In addition to the WhatsApp payment option, challan payments can also be made through popular UPI apps like Google Pay, BHIM, and other platforms.

    With the introduction of the new system, people will be able to pay their challan quickly and easily. The official further stated that after making a payment through one of these apps, a push notification will be sent every time a new challan is generated.

    This system will initially focus on traffic-related challan. The official said that since WhatsApp has a push message feature, it will continue to remind individuals that there is a pending challan.
