Its recording will have to be kept safe for two months and it will have to be made available whenever the police needs it for investigation. A draft of the Public Security Act has been prepared for this.

    It could not be presented in the monsoon session of the assembly due to the session ending before the scheduled time period. Now the Home Department has prepared to implement it through an ordinance and has sent the draft to the Law Department for refinement. In the state, operators of colleges, schools, malls, restaurants, hospitals and other places where more than a hundred people gather will have to install CCTV cameras.

    The operators will also have to bear the expenses incurred on this. Actually, this system was required because whenever the police needed the recording during investigation, it was revealed that there were no CCTV cameras or the recording was not kept safe. In the proposed Public Security Act, a provision is being made that it will be mandatory for the operators to keep the recording of CCTV cameras safe for two months.

    Preparations going on for four years

    Preparations for making a public security law in the state have been going on since 2020, i.e. four years. The Home Department had started this exercise on the instructions of the then Chief Minister Shivraj Singh Chauhan. The then Additional Chief Secretary Home Dr. Rajesh Rajoura had prepared a draft by studying the law related to installing CCTV cameras in Telangana and keeping its data safe. After being refined by the Law Department, it will be sent through the Cabinet for the approval of Governor Mangubhai Patel.

Addressing the gathering, the President said that since its establishment, the Supreme Court of India has made an invaluable contribution as a vigilant sentinel of the judicial system of the world’s largest democracy.

    Indian jurisprudence has a very respectable place because of the Supreme Court. She appreciated the contribution of all present and past people associated with the Indian Judiciary. She was happy to note that on the completion of 75 years of its establishment, the Supreme Court has organised many programmes that have increased people’s trust and attachment towards our judicial system.

    The President said that the feeling of faith and reverence towards justice has been a part of our tradition. She referred to her address on a previous occasion and reiterated that people consider every judge in the country as God. The President said that in recent years there have been significant improvements in the availability of infrastructure, facilities, training, and human resources of the judiciary at the district level, but a lot remains to be done in all these areas.
    She affirmed confidence that the rapid progress would continue on all dimensions of reform.

    The President said that pendency and backlog of cases are big challenges before the judiciary. She stressed the need to ponder the serious issue of cases remaining pending for as long as over 32 years. She emphasised that programmes such as special Lok Adalat week should be organised more frequently and said that this will help in tackling the pendency of cases.

    President Murmu also expressed her happiness while noting that many aspects related to case management were discussed in one of the sessions of this conference. She expressed confidence that these discussions will yield practical results.
    The President said that the Constitution provides for the power and responsibilities of the legislative and executive bodies at the local level through panchayats and municipalities.

    She asked if we could think of a justice system at the local level equivalent to these and stated that making arrangements to provide justice in the local language and local conditions can help in achieving the ideal of taking justice to everyone’s doorstep, the release stated.

    The President said that when court decisions in a heinous crime like rape come after a generation has passed, the common man feels that the judicial process lacks sensitivity. She stated that it is a sad aspect of our social life that, in some cases, people with resources continue to roam around fearlessly and freely even after committing crimes, and those who suffer from their crimes live in fear, as if those poor people have committed some crime.

    The President also expressed happiness at the fact that the Supreme Court has ordered the implementation of the provision of the Bharatiya Nagarik Suraksha Sanhita with retrospective effect. Under this, there is a provision to release first-time accused and those who have served one-third of the prescribed maximum imprisonment period, on bail, the release added.

    She expressed confidence that by implementing the new system of criminal justice with this promptness, our judiciary will usher in a new era of justice.

    Ripun Bora Resignation: Assam Trinamool Congress President Ripun Bora has resigned from the party, highlighting a significant challenge for the TMC in Assam. In his resignation letter, Bora pointed out that the people of Assam perceive the Trinamool Congress as a ‘regional party’ of West Bengal, making it difficult for the party to gain acceptance in the state.

    Despite offering several suggestions to TMC leadership to bridge this perception gap, Bora expressed frustration over the lack of implementation and the continued challenges in establishing the party’s foothold in Assam.

     

     In a letter to All India Trinamool Congress general secretary Abhishek Banerjee, Bora, the former Rajya Sabha member, said he had offered many suggestions to party supremo and West Bengal Chief Minister Mamata Banerjee to make TMC acceptable in Assam, but those were ‘not implemented’. “Assam TMC has great potential, but several recurring issues have hindered our progress, including the perception of TMC as a regional party of West Bengal. To counter this perception, we made several suggestions,” Bora said in his resignation letter.

    He claimed that he had suggested the need for an Assamese leader at the national level of TMC, declaring the residence of Bharat Ratna Dr Bhupen Hazarika at Tollygunge in Kolkata as a heritage site and converting the Madhupur Satra in Cooch Behar to a cultural hub.

    “Despite my repeated attempts over the past year and a half to secure an appointment with you and our chief Mamata Didi to address these concerns, I have been unsuccessful,” said Bora, the former Assam minister and state Congress president. Bora said he has served as the state president of Assam TMC for over two years and during this period, he interacted extensively with people across the state. “Unfortunately, the issues mentioned above have led many people in Assam to continue viewing TMC as a regional party of West Bengal. The people of Assam are not willing to accept a party that they perceive as being from another state.

    “In light of these challenges and the lack of an adequate resolution, I feel compelled to make a difficult decision and have decided to disassociate myself from TMC,” Bora said.

    He expressed gratitude to Mamata Banerjee for allowing him to lead Assam TMC. Bora lauded her for the “uncompromising fight against fascist and communal forces”.

    “My decision to resign is not borne out of grievances but rather due to circumstances beyond my control. I will continue to fight against communal and fascist forces on a personal level. Please consider this letter as my formal resignation from the party membership,” Bora added.
