    Delhi LG: In a major shift in Delhi’s administrative landscape, the Union Home Ministry has granted the Lieutenant Governor (LG) of Delhi sweeping new powers. The new authority will enable the LG to establish and oversee statutory bodies and commissions.

    This change marks a significant departure from the previous system where these responsibilities were more collaboratively managed with the Delhi government. Here’s a breakdown of the key changes and their implications:

    Expanded Authority of the Lieutenant Governor

    1. Constituting Authorities and Boards:

    The new notification grants the LG absolute authority to create and oversee various authorities, boards, and commissions, such as the Delhi Commission for Women and the Delhi Electricity Regulatory Commission. This means the LG now has the sole discretion to establish and manage statutory bodies and commissions.

    2. Appointments to Bodies and Commissions:

    In addition to creating these bodies, the LG can now also appoint members to them. This change centralizes the power of appointment in the hands of the LG, bypassing any previous involvement of other governmental bodies or officials in this process.

    What Are The Changes From Previous Administration? 

    1. Shift in Power Dynamics:

    Under previous arrangements, the Delhi government and its officials, including the Chief Minister and various departmental heads, had a more significant role in the formation and functioning of statutory bodies. The new directive shifts these responsibilities away from the Delhi government and grants the LG greater control. Following the notification, LG V. K. Saxena has acted on this newfound authority by appointing presiding officers for the MCD ward committee elections. This action came after Mayor Shelly Oberoi refused to engage in the process, citing concerns over its democratic integrity.

    Legal and Constitutional Basis

    1. Article 239 Of The Constitution:

    Article 239 outlines the administration of Union territories, stating that the President administers these regions through an appointed administrator, in this case, the Delhi LG. The article provides the constitutional backing for the President’s directives, which the LG now executes.

    2. Section 45D of the Government of National Capital Territory of Delhi Act

    The amendment under Section 45D reaffirms that the President has the authority to appoint members and constitute bodies for Delhi. The recent notification aligns with this section, emphasizing that the LG will exercise these powers, as directed by the President.

    Two dozen passengers injured due to bus overturning in Mandla

    A bus going from Lucknow to Kawardha in Chhattisgarh overturned in Mandla district of Madhya Pradesh at 6 am today. Two dozen passengers travelling in the bus have been injured in this accident. According to the information, there were 80 passengers in the bus and it met with an accident in the forest of Mithori. The injured passengers have been admitted to Singhpur Hospital.   • Mayor Dhebar surrounded over Moscow trip: Leader of opposition Meenal Chaubey accused him of misleading the public, demanded resignation…

    Leader of Opposition of Raipur Municipal Corporation Meenal Chaubey has accused Mayor Aijaz Dhebar of misleading the media and the people of Raipur by raising questions on the documents shown in his press conference after returning from Moscow trip. She said that the name of the sender in the letter received by the Mayor is written as Deputy Mayor and there is no logo or seal sign anywhere in the letter.     On Monday, Raipur Mayor Aijaz Dhebar held a press conference in Raipur Municipal Corporation and shared information about the main aspects of his recent Moscow visit. He said that he participated in a round table conference with representatives of countries from China, Brazil, Central Asia, East Asia and Africa.     Mayor Ejaz Dhebar said that he saw a presentation on international technology for running light metro in Raipur. An MoU was signed between Moscow, Russia and Raipur, India. In which, we will move forward with the intention of jointly cooperating to develop transport-road, infrastructure and improve transport systems between the two countries and will try to cooperate in the priority area.

    At the same time, the Leader of Opposition today alleged that no agreement like MOU was signed in this conference, it was only a joint statement in which there is no mention of MOU for light metro. He has accused Mayor Dhebar of deceiving the public and the media and demanded his resignation.

    In her press conference today, Leader of Opposition Meenal Chaubey accused Mayor Dhebar of releasing the documents of the proposal of Rs. 10 lakhs sent for her Moscow trip and trying to hide the proposal sent to the government for a personal trip. She said if this was an official trip of Mayor Dhebar, then why did she not get the approval. The documents released included the details of the food, accommodation and travel expenses made by the agent of The Travel Gallery and the proposal to the Corporation Commissioner for approval of Rs. 10 lakhs. The Leader of Opposition says that this proves that the trip which the Mayor is calling official was actually a personal trip.

  • J&K Polls: Mehbooba Mufti Confident Of Playing Kingmaker; Says No Alliance With BJP |

    PDP President Mehbooba Mufti on Tuesday ruled out any possibility of a tie-up with the BJP in Jammu and Kashmir while asserting that government formation after the assembly polls would not be possible without the inclusion of her party.

    Criticizing the National Conference (NC), she claimed the party seeks to contest elections solely for the purpose of forming a government. “They have been doing so since 1947. They do not have any aim other than that. They form alliances just for the sake of government formation, for ministerial berths,” she said, addressing workers at the party headquarters.

    Mufti emphasized that the PDP wants to contest elections with a clear agenda but insisted that no government could be formed after the assembly polls without the participation of the PDP. “We formed a government with only 16 MLAs in 2002. God willing, this time too, no government will be formed without the PDP,” she added.

    However, she clarified that the PDP’s focus is more on implementing its agenda than on forming a government. Mufti, whose party had formed a coalition government with the BJP in 2015, ruled out any future alliance with the saffron party after the polls. The PDP had previously joined hands with the BJP with the goal of resolving the Kashmir issue. Today, however, she noted, there seems to be no scope for that, as the BJP has undone all efforts in that direction.

    Responding to a question about former NC leader Devender Singh Rana’s remarks that the NC wanted to form a government with the BJP in 2014, Mufti stated that whatever her party has done, it has done openly, unlike the NC, which she accused of acting in secrecy. “When we were having talks with the Central government, not the BJP, through Ram Madhav, everyone knew it was done in the open. We brought an agenda and implemented it. We did not do it secretly like Omar [Abdullah],” she said.

    “Rana is saying it now; Ghulam Nabi Azad said before that they [NC leaders] meet with the BJP in Delhi under the cover of darkness. We do not do anything secretly,” she emphasized. “Our party does not have any contact with the BJP, and perhaps there will not be any.”

    When asked about Leader of Opposition in the Lok Sabha Rahul Gandhi’s visit to J&K on Wednesday, Mufti said he is most welcome. “He wants to come to Kashmir to campaign for his party, and he has every right to do so,” she said.

On Sunday, a cunning person hid under the stairs after entering the museum with a proper ticket. On Monday, as the museum was closed, he collected the valuables and kept them in a bag, but while trying to jump over a 25 feet high wall to get out, he fell down. When the museum opened on Tuesday, he was found injured lying near the wall. The accused is 49-year-old Vinod Yadav, who is a resident of village Ahima, police station Fatehpur, tehsil Baijda, district Gaya (Bihar). Items worth about 15 crores have been recovered from the bag found with him.

During the investigation, the police was searching the museum, when a person was found injured near a high wall. He had serious injuries on his legs. The bag found with him was searched. Gold-silver jewellery, coins and other material stolen from the state museum were found in it. Whose value has been estimated to be 12 to 15 crores. He had also brought lock-breaking tools with him. He has been admitted to the hospital due to serious injuries. An SIT has been formed to investigate this case. Which is investigating the involvement of anyone else in the incident.   • Maharashtra: FIR Filed Against Former DGP, Six Others For Alleged Extortion |

    The Thane city police have lodged an FIR against seven individuals, including former Maharashtra DGP Sanjay Pandey, on charges of alleged irregularities and extortion. The FIR, which was registered recently, is based on a complaint by Mumbai businessman Sanjay Punamiya, who claims that he was harassed by the accused between May 2021 and June 30, 2024.

    In addition to Pandey, the other individuals named in the FIR include retired ACP Sardar Patil, PI Manohar Patil, as well as Advocate Shekar Jagtap, Shyamsunder Agrawal, Subham Agrawal, and Sharad Agrawal.

    Punamiya alleged that the accused unlawfully reopened a 2016 case filed with Thane Nagar police, used threats of false cases against him and other businessmen, extorted money, and created forged documents. Additionally, they allegedly impersonated a Special Public Prosecutor to mislead the courts.

    The FIR lists several sections of the Indian Penal Code (IPC), such as Section 166(a) for misconduct by a public servant, Section 170 for impersonation, Section 120B for criminal conspiracy, Section 193 for providing false evidence, and additional sections concerning forgery, extortion, and criminal intimidation.

    The police investigation into these allegations is ongoing, and no arrests have been made so far.
