  • ‘Closely Following Developments’: US Welcomes India-China Border Disengagement, But… |

The United States has welcomed the ‘reduction in tensions’ along the India-China border following the recent disengagement of troops of the two neighbouring countries along the Line of Actual Control (LAC).

US State Department Spokesperson Matthew Miller said on Tuesday that Washington is closely monitoring the situation, and it also discussed with New Delhi the latest developments along the LAC. However, he further clarified that the US has not played any role in the resolution.

Speaking at the daily press briefing on Tuesday, Miller said, “We are closely following the developments, and we understand that both countries have taken initial steps to withdraw troops from the friction points along the LAC. We welcome any reduction in tensions along the border.” “We have talked to our Indian partners and taken a brief on it, but we did not play any role in this resolution,” he added.

Meanwhile, the disengagement process in the Depsang and Demchok areas of the Eastern Ladakh sector is almost over, defence sources told news agency ANI. The armies of India and China are verifying the vacation of positions and removal of infrastructure by each other there, the ANI sources added.

India has been working towards resolving this long-standing dispute to restore the pre-April 2020 situation prior to the onset of Chinese aggression in the area. On Friday, the Chinese Foreign Ministry confirmed that frontier troops of both nations are engaged in “relevant work” in line with the agreement reached on border issues. During a press briefing, Chinese Foreign Ministry spokesperson Lin Jian said that this work is progressing “smoothly.”

On October 25, Army sources told news agency PTI that the process is likely to get completed by October 28-29.

The agreement framework was “signed” first at the diplomatic level and then military-level talks took place, the Army sources had said, adding the nitty-gritty of the agreement was worked in the Corps Commander-level talks, which was signed kast week. Adhering to agreements between the two sides, Indian troops then begun to pull back equipment to rear locations in these areas.

The disengagement at the two friction points is in its “final stages”, PTI reported, citing an official source on Tuesday. Last week the agreement was arrived at only for these two friction points, and “talks were still underway” for other areas.

The sources have said that patrolling will begin at the these points once the disengagement that began last week is completed and both sides will move their respective troops and dismantle temporary structures. Eventually, they added, the areas and patrolling status is expected to be moved back to pre-April 2020 level.

The patrolling will be done by armed personnel and structures to be dismantled include temporary sheds and tents, a source said. The process follows the agreement firmed up between the two countries on patrolling and disengagement of troops along the Line of Actual Control (LAC) in eastern Ladakh, a major breakthrough to end the over four-year standoff.

The ties between the two Asian giants had nosedived following a fierce clash in the Galwan Valley in June 2020 that marked the most serious military conflict between the two sides in decades.

  • LAC Disengagement: India, China Withdraw Troops, Dismantle Temporary Structures In Ladakh |

The disengagement process between India and China along the Line of Actual Control (LAC) in Eastern Ladakh reached completion on Tuesday, with both armies now verifying positions and dismantling each other’s temporary infrastructure, news agency IANS reported citing defence sources. This process marks a significant step forward in the tense standoff that has gripped the region since Chinese incursions over four and a half years ago.

Defence sources report that dismantling temporary structures in key areas like the Depsang plains and Demchok is nearly complete, with verification efforts already underway on both sides. “The verification process is being done physically as well as through unmanned aerial vehicles (UAVs),” a source explained, underscoring the importance of accurate monitoring in ensuring stability.

Following the troop withdrawal, soldiers from both sides have been relocated to rear positions as part of the disengagement strategy. Patrolling access, which had been blocked since April 2020, will soon resume at previously inaccessible points. The patrolling will be conducted by small teams of around 10 to 15 soldiers, enhancing communication and safety.

Notably, Indian forces will regain access beyond the previously contested ‘bottleneck’ area in the Depsang plains, while in Demchok, patrols will be able to reach Track Junction and Charding Nullah.

Last week, both nations acknowledged reaching an agreement on patrolling in Depsang and Demchok. Beijing confirmed that “the Chinese and Indian frontier troops are engaged in relevant work, which is going smoothly at the moment,” mirroring India’s prior announcement. Sources within the Indian Army note that coordinated patrolling is expected to begin in the coming days, with both sides exchanging prior information to avoid potential face-offs.

Despite this progress, defence sources said to IANS that the large deployment of Indian troops sent to Ladakh during the 2020 standoff will remain in place. “There are no plans to move back by any troops from Ladakh in the near future till an atmosphere of mutual trust and verification is established,” they said, highlighting the ongoing need for vigilance.

Similar disengagement protocols are also being discussed in Arunachal Pradesh, where a standoff in the Yangtse, Asaphila, and Subansiri Valleys has also drawn attention.

UAE based Steel Manufacturing companies have filed written complaints to the Indian customs authorities about the illegal imports of steel scrap from the UAE into India citing concerns over alleged falsified documentation and evasion of export fees. UAE based Steel Manufacturing companies have urged the Indian Government to take immediate and stringent action and stop the illegal import of the steel scrap from UAE.

In a letter exclusively accessed by ZEE, the companies claimed that certain shippers are allegedly
smuggling steel scrap into India. The material is not only being shipped to India under falsified documents but also results in the loss of revenue to the Indian customs authorities. It also poses the risk of any commodity entering into the country by these illegal methods.

The companies have submitted information relating to such illegal imports into India. The companies have highlighted certain violations which include changed Bill of lading, wrong declaration of the country of origin and the port of loading, false Certificate of Origin, false Pre-Shipment Inspection

    Certificate (PSIC).

UAE and India have an excellent trade relationship under the auspices of the Comprehensive Economic Partnership Agreement (CEPA) signed between the two countries.

“The steel scrap shipments have originated illegally from the UAE by evasion of the export duty payable on such exports through falsification of the trade documents which is a serious violation of the CEPA and the international maritime law. We urge your good offices to take immediate action to stop this STEEL SCRAP imports into India which has originated illegally from the UAE,” the letter addressed to Surjit Bhujbal, a member of the Central Board of Indirect Taxes in Indian stated.

UAE’s federal authorities recently imposed an export fee of AED 400 per metric ton on industrial waste, including steel scrap as part of a new waste management policy. The UAE based steel manufacturers have claimed that some shippers are circumventing these fees by generating fraudulent bills of lading which include creating separate documents for UAE and Indian customs, misrepresenting the port of origin and evade regulations.

The companies also identified various tactics being used including incorrect HS code declarations and counterfeit Certificates of Origin. Highlighting the strong bilateral relationship between the UAE and India, the UAE based steel manufacturers emphasised the need for vigilance. The companies referenced the Comprehensive Economic Partnership Agreement (CEPA) signed between the two nations in May 2022 which aims to enhance trade and investment cooperation.
