  • Explained: What is Modi Government’s ‘Purvodaya’ Plan – Focus on 5 States |

To give a new direction to the development of Eastern India, the Modi government has unveiled an ambitious plan called ‘Purvodaya’. This plan aims to boost the comprehensive development of states like Bihar, Jharkhand, West Bengal, Odisha, and Andhra Pradesh. Finance Minister Nirmala Sitharaman announced this plan, highlighting that these states are rich in natural resources and have a strong cultural heritage. Despite this, the development in these states has been relatively slow. The objective of the ‘Purvodaya’ plan is to integrate these states into the mainstream of development and make them a part of ‘Viksit Bharat’ or ‘Developed India’.

Purpose and Key Elements of the Purvodaya Plan

The main goal of the Purvodaya plan is to accelerate the economic and social development of Eastern India. The plan encompasses human resource development, infrastructure building, and the creation of economic opportunities. The government believes that investment and development in these regions will contribute significantly to the progress of the entire nation.

    Infrastructure Development

Under the Purvodaya plan, special attention will be given to the development of critical infrastructure such as highways, water projects, and power projects. Prime Minister Narendra Modi stated that this plan will infuse new energy and momentum into the development of the eastern region. These projects are expected to not only create local employment opportunities but also improve the economic status of the entire region.

    Human Resource Development

Human resource development is another crucial aspect of the Purvodaya plan. It focuses on improving education, healthcare, and skill development. Finance Minister Nirmala Sitharaman mentioned in her budget speech that this plan will provide better education and healthcare services to the people of these regions. Additionally, skill development programs will be launched to make the youth employable.

    Creation of Economic Opportunities

The Purvodaya plan also emphasizes the creation of economic opportunities. This includes the establishment of industries, agricultural development, and the promotion of tourism. Union Home Minister Amit Shah stated that this scheme will energize the infrastructure, human resources, and employment opportunities in these regions, playing a crucial role in building a developed and self-reliant India.

    Challenges and Possibilities

However, it is still unclear what metrics were used to select these five states. The government will face several challenges in making this plan successful. Adequate financial resources will be required for infrastructure development. Moreover, coordination with state governments will be crucial for the effective implementation of the plan.

The Purvodaya plan has received mixed reactions from the public and experts. Some see it as a significant step towards the development of Eastern India, while others view it as an electoral strategy.

  • The girls had fled on a bike, CCTV footage revealed the secret, they were seen going with four young men

Girls leaving their homes in Mandsaur quietly in the morning.

    Highlights

The incident took place in Mandsaur’s orphanage Apna Ghar. The girls who ran away are between 15 and 17 years old. One girl is from Neemuch and the other is from Neemuch Cantt.

Naiduniya representative, Mandsaur. Two girls living in Mandsaur’s destitute girls home ‘Apna Ghar’ have been absconding since July 20. The police is busy searching for them. These two girls were sent here by the child welfare committee. Meanwhile, in the CCTV footage installed in Apna Ghar, both the girls are seen going with four youths who came on two bikes. The police is now busy searching for the girls on the basis of the bike number.

Separate teams have been formed to search for the girls as well as the accused. The police team is also scanning the CCTV cameras installed around their house and on the possible routes of the girls’ escape. According to the police, the age of both the girls is between 15 and 17 years. One is from Kapasan district Chittorgarh (Rajasthan). The other girl is from Neemuch Cantt. Both were living in their house for one and a half months.

On 20th July around 6 am both of them escaped by jumping from the net in Apna Ghar premises. Apna Ghar founder Rao Vijay Singh said that early in the morning the girls came down from the second floor. There are 23 girls here right now. It was morning time so most of the girls were awake. They were busy in their work. Seeing both of them jumping from the net, the rest of the girls raised an alarm. Hearing the noise, the employees ran to catch them, but they got into the car and left. We informed the police, but they could not be caught. We had already written a letter to the Child Welfare Committee regarding both the girls and asked them to shift them somewhere else, but this was not done. Now the result is in front of us.

Girls studying in BCA have mobile phones

Rao Vijay Singh said that we do not know how the girls planned it. They were living here for about a month. Every Saturday we make them talk to their relatives. Girls studying BCA have mobile phones. It is possible that they planned it on their mobile phones. But we cannot say this clearly.

One girl has run away after marriage. Both the girls have run away from their house before this as well. The girl, who hails from Kapasan district Chittorgarh, was married in Nahargarh. From here she ran away with a young man. An FIR in this regard is also registered in Nahargarh police station. The police had then registered a case under sections 363, 366, 376(2). After the girl was recovered, the Child Welfare Committee sent her to her home on 8 June 2024. Since then she was living in her home.

Another girl from Neemuch had also gone for a walk with a young man. Her missing report was registered at Neemuch Cantt police station. When the police recovered her, the girl refused to go with her relatives. On 28 June 2024, she was also sent to her home by the Child Welfare Committee. In view of all these cases, a letter was written from Apna Ghar asking to shift the girls somewhere else.

Girls from other districts or states cannot be kept here

Rao Vijay Singh said that the girls who are from other districts or states should be sent to their own districts by the Child Welfare Committee. Sometimes girls from other states stay here for two years. The girls did not want to stay here but the Child Welfare Committee did not let them go. Once a girl even tried to commit suicide. In another case, a girl drank phenyl. Till date, all the girls who tried to run away have said in their statements that the Child Welfare Committee does not let them go, so they have to take such a step. An officer of the Child Welfare Committee issues orders on a single signature, while a committee is formed for this. The opinion of the committee members is also necessary on any order.

    will recover it soon

ASP Gautam Solanki said that two minors are missing from their home. We have got some clues. Both will be recovered soon.

-New Abadi TI Varun Tiwari said that CCTV footage has been found in which both the girls are seen going on two bikes. When the bike number was traced, Vikram’s name is coming up in it. More information is being gathered.

The superintendent of her home lodged a complaint at the police station

Bharti Sharma, the superintendent of Apna Ghar, had complained to the police that a 17-year-9-month-old minor girl from Chittor district was admitted to Apna Ghar, Sitamau Phatak, Mandsaur, on June 8, 2024, and a 15-year-8-month-old minor from Neemuch district was admitted to the institution on June 28, 2024. On July 20, at 5:45 am, both the minors left the institution with someone without informing anyone. We searched for them, but they were not found. She suspected that unknown miscreants came on a bike and took them away. Earlier also, both the girls had gone somewhere from their home without informing anyone.

-Construction work is going on here and there is lack of security. Still the Child Welfare Committee did not shift the two girls anywhere.

-Rao Vijay Singh, Apna Ghar Founder

  • NEET-UG Row: BJP, Opposition Spar After SC Verdict; NTA Faces Heat |

The Supreme Court’s verdict about the NEET-UG paper leak has put an end to the controversy officially but the opposition in not ready to accept the verdict in its current form. The opposition said that the National Testing Agency needs to be revamped as it is not capable of conducting national-level exams in the current format. The Supreme Court, in its verdict yesterday, concluded that the paper leak took place at local level in Bihar while maintaining absence of any systemic breach. The apext court rejected the demand for holding a re-examination for over 24 lakhs students who took the NEET-UG 2024 exam.

    What Opposition Said

Former Congress leader and Rajya Sabha MP Kapil Sibal said that the National Testing Agency (NTA) needs to be completely revamped, adding that the government cannot hold an All-India exam of this magnitude under the present system. “The Supreme Court has asked the IIT Delhi to look into the matter as to how to deal with these issues (paper leaks)….Why in every examination during this government there are leaks in every exam? The question is who is involved and for whose benefit are the leaks happening? Who are the people without merit who got jobs? The National Testing Agency(NTA) needs to be completely revamped. You cannot hold an all-India exam of this magnitude under a present NTA system,” Sibal said.

He said, “The government is for everyone and it should think for every section of our youth who is sitting for this exam.”

Shiv Sena-UBT Rajya Sabha MP Sanjay Raut said, “Supreme Court should know what is going on in the country. Supreme Court was one last ray of hope. If that ray too is not showing us any direction, then where will we go? Is there any pressure on the government?”

VCK MP Thol. Thirumavalavan termed the verdict shocking. “Supreme Court direction is not in favour of the students who are affected by this NEET scam…The victims have to go for appeal. That is the only solution,” he said.

    What Government Said

BJP leader and Union Education Minister Dharmendra Pradhan said that the government is committed towards a ‘zero-error’ exam. Dharmendra Pradhan said, “For us, zero tolerance of any kind of breach is our priority when it comes to exams for students, be it for higher education or jobs. So, the Modi government has brought into effect a strict law like the Public Examinations (Prevention of Unfair Means) Act….Presenting our side before the Supreme Court, we have promised that our government is committed to having a transparent, tamper-free and zero-error examination system.”

Dharmendra Pradhan also announced a high-level committee for a total overhaul of the National Testing Agency (NTA). “Taking this commitment forward, we announced a high-level committee for a complete revamp of the NTA. That committee is working with dedication…The committee has collected expert opinions and studied various models…They will submit a report soon,” he said.

  • Explained: Is It Union Budget Or Bihar-Andhra Budget? Why Nitish-Naidu Run States ‘Got Too Much’ This Time – 10 Points |

New Delhi: The Union Budget for the financial year 2024-25, presented by Finance Minister Nirmala Sitharaman in Parliament on Tuesday, has brought substantial allocations for Bihar and Andhra Pradesh. This is the first budget of Prime Minister Narendra Modi’s third term and the seventh for Sitharaman as Finance Minister. The budget has raised questions and sparked debates, with some labeling it as a budget aimed more at political gains rather than national development. Here are 10 key points explaining why Bihar and Andhra Pradesh received significant allocations and the controversies surrounding it:

Major Announcements for Bihar and Andhra Pradesh:

Finance Minister Nirmala Sitharaman announced an allocation of ₹58,900 crores for various development projects in Bihar and ₹15,000 crores for the development of Andhra Pradesh’s capital, Amaravati, and other projects. This significant allocation has been seen as a major boon for the states led by JD(U) President and Bihar Chief Minister Nitish Kumar and TDP Chief and Andhra Pradesh Chief Minister Chandrababu Naidu.

    Political Context:

Both Nitish Kumar and Chandrababu Naidu are allies of the ruling NDA at the Center. With the BJP falling short of a majority by itself, needing the support of these regional parties, the allocations are seen as a strategic move to secure their continued alliance and support.

    Opposition’s Allegations:

The opposition has criticized the budget, accusing the Modi government of political favoritism. Congress MP and Leader of the Opposition in Lok Sabha, Rahul Gandhi, called it a “save the chair” budget, aimed at appeasing political allies and business friends at the expense of other states.

    Claims of Regional Bias:

Various opposition leaders, including Rahul Gandhi, Shashi Tharoor, and P. Chidambaram from Congress, and Akhilesh Yadav from SP, have criticized the budget for being biased. They have alleged that it neglects other regions and states, focusing only on BJP’s political allies.

    Praise from Allies:

Despite the criticism, BJP and its allies have praised the budget. Andhra Pradesh CM Chandrababu Naidu thanked PM Modi and Finance Minister Nirmala Sitharaman. Bihar’s Union Minister Giriraj Singh welcomed the budget, calling it a “blessing” for Bihar.

    Substantial Allocations for Bihar:

The budget includes ₹26,000 crores for various road projects in Bihar, including expressways connecting Patna-Purnia and Buxar-Bhagalpur. It also allocates ₹21,400 crores for a 2400 MW power project in Pirpainti and ₹11,500 crores for flood relief and management.

Development of Cultural and Religious Sites:

The budget mentions the development of Mahabodhi Temple and Vishnupad Temple in Bihar, akin to the Kashi Vishwanath Corridor. Additionally, new medical colleges, airports, and sports infrastructure will be developed in Bihar.

    Support for Andhra Pradesh:

The budget allocates ₹15,000 crores for Andhra Pradesh under the Andhra Pradesh Reorganization Act. This includes funds for critical infrastructure like water, power, railways, and roads, along with financial support for the completion of the Polavaram irrigation project and the development of backward areas.

Strategic Importance of Bihar and Andhra Pradesh:

The significant allocations are seen as a strategic move by the BJP to maintain its political alliances. In the 2024 Lok Sabha elections, BJP secured 240 seats, falling short of the majority mark of 272. TDP and JD(U) won 16 and 12 seats respectively, making their support crucial for the BJP’s government formation.

    Balancing Political Demands:

While Bihar and Andhra Pradesh did not receive the Special Status they have long demanded, the substantial budget allocations serve as a compensatory measure. This move ensures that the BJP retains the political support of Nitish Kumar and Chandrababu Naidu, crucial allies in the NDA coalition.
