    Guwahati witnessed a strong endorsement of the Union Budget 2026-27 on Wednesday as Rural Development and Agriculture Minister Shivraj Singh Chouhan described it as a landmark document poised to reshape India’s future. Addressing a press conference here, Chouhan emphasized that the budget not only mirrors the vision of a developed India but also lays a robust foundation for a self-reliant, empowered, and prosperous nation by 2047.

    The minister highlighted the budget’s focus on inclusive growth, ensuring benefits reach every section of society. ‘This is a forward-looking budget that promises positive transformations across the country, particularly in the Northeast,’ he stated. Chouhan pointed out the significant allocation for the Ministry of Development of North Eastern Region (DoNER), which stands at Rs 6,812 crore—an increase of Rs 897 crore over the previous budget. This hike underscores the central government’s priority to accelerate development in the region.

    Delving into specifics for Assam, Chouhan revealed that Rs 49,725 crore has been earmarked for tax devolution to the state from the total tax revenue collections for FY 2026-27. Since 2014, Assam has received nearly Rs 3.12 lakh crore through this mechanism, reflecting sustained fiscal support.

    Health initiatives also drew praise, with the BioPharma Shakti scheme allocated Rs 10,000 crore over five years. Aimed at bolstering domestic capabilities in biologics and biosimilars to combat non-communicable diseases, the program will upgrade institutions like the National Institute of Pharmaceutical Education and Research (NIPER) in Guwahati. These complex drugs, derived from living cells, are crucial for treating cancer and autoimmune disorders, and biosimilars offer cost-effective alternatives without compromising efficacy.

    On the agriculture front, the budget hikes the allocation to Rs 1,32,561 crore, signaling unwavering commitment to farmers. Provisions include Rs 9,967 crore for agricultural education and research to foster innovation, and a whopping Rs 1,70,944 crore in fertilizer subsidies to ensure affordable inputs and reduce production costs. Chouhan’s remarks paint a picture of a budget that balances immediate needs with long-term aspirations, setting the stage for transformative growth.
