In a bold move to propel Odisha into a new era of prosperity, Chief Minister Mohan Charan Majhi presented the state’s annual budget for 2026-27 on Friday, totaling a staggering ₹3.10 lakh crore. This ambitious financial blueprint places special emphasis on infrastructure, agriculture, tourism, and irrigation, signaling a commitment to sustainable growth.
Majhi, who also holds the finance portfolio, outlined the budget’s core vision: accelerating world-class infrastructure, empowering youth through skill development, harnessing artificial intelligence to boost productivity, fostering diverse industries, and ensuring inclusive growth that uplifts women and marginalized communities across the state.
The budget rests on six robust pillars—People First, Rural Empowerment, Prosperity for All, Our Heritage Our Pride, Technology at the Forefront, and Citizen-Centric Governance. Presenting it in the assembly, Majhi proposed ramping up the program budget to ₹1,80,000 crore, accounting for nearly 58% of the total outlay.
Capital expenditure is projected at ₹72,100 crore, representing 6.5% of the Gross State Domestic Product (GSDP) and 23.3% of the total budget—a figure the government claims is the highest among major states. Revenue surplus is estimated at 3% of GSDP, with fiscal deficit at 3.5% of Debt State Domestic Product (DSDP), fully aligning with Fiscal Responsibility and Budget Management norms.
Agriculture and allied sectors receive ₹42,492 crore, a 12.3% increase from last year. Key highlights include the ‘Samriddha Krishak Yojana’ with ₹6,088 crore for procuring paddy at ₹3,100 per quintal to offset rising costs. A ₹100 crore revolving fund and ₹5,000 crore for instant payments aim to build farmer trust in the procurement system.
Irrigation gets a massive ₹17,855 crore for enhancing facilities, flood control, and water efficiency through new and ongoing projects. Other sectoral allocations include ₹23,182 crore for public healthcare, ₹42,565 crore for education, ₹18,957 crore for women and child welfare, ₹25,208 crore for social security, ₹10,738 crore for urban development, and ₹5,575 crore for the ‘Viksit Bharat – Employment Guarantee and Livelihood Mission (Rural)’.
Majhi announced 16 new schemes, such as the ₹1,000 crore Jagannath Interpretation Centre in Puri, World Tourism Centre, Mukhyamantri Kanya Sumangal Yojana offering ₹20,000 savings instruments for girls from economically weaker sections, ₹100 crore Mukhyamantri Smart City Mission, and ₹23 crore Odisha AI Mission. This budget isn’t just numbers—it’s a roadmap to transform Odisha into a thriving, equitable powerhouse.
