    CBIC Launches Deferred Duty Payment for Trusted Manufacturers

    New Delhi is set to revolutionize import processes for manufacturers with a groundbreaking initiative from the Central Board of Indirect Taxes and Customs (CBIC). Announced in the Union Budget 2026-27, the new Eligible Manufacturer Importer (EMI) category allows trusted manufacturers to clear imported goods without immediate customs duty payments.

    This trust-based facility, detailed in CBIC Circular No. 08/2026-Customs, enables EMI-designated importers to defer duties on a monthly basis under the Import of Goods (Deferred Payment of Customs Duty) Rules, 2016. Starting April 1, 2026, and valid until March 31, 2028, the scheme promises significant relief in cash flow management and working capital optimization for compliant businesses.

    Eligibility hinges on stringent criteria including impeccable customs and GST compliance records, robust business operations, sound financial health, and a clean track record. Existing AEO-T1 entities, including MSMEs, that meet these standards can also apply through the dedicated ‘Eligible Manufacturer Importer’ tab on the AEO portal from March 1, 2026.

    The EMI scheme is more than a procedural tweak; it’s a strategic push towards fostering a compliance culture. Approved EMIs are encouraged to progressively achieve AEO-T2 or AEO-T3 status, unlocking faster clearances, priority processing, and enhanced privileges under the Authorized Economic Operator program.

    Finance Ministry officials hailed the move as a cornerstone for easing trade facilitation, boosting domestic manufacturing, and propelling India’s export-oriented growth. By creating a predictable, efficient customs ecosystem, CBIC underscores its commitment to a manufacturing powerhouse nation. Manufacturers eyeing this opportunity should prepare their compliance dossiers early to capitalize on the deferred payment benefits.
