    In a pivotal address at the Third Summit on Responsible Military Use of Artificial Intelligence held in A Coruña, Spain on February 4-5, China’s representative emphasized that the ethical deployment of AI in defense sectors directly impacts the shared destiny of humankind.

    The gathering brought together global leaders to deliberate on harnessing military AI to bolster international peace and security while mitigating risks from misuse or system failures. Li Chizhiang, Deputy Director General of the Arms Control Department at China’s Foreign Ministry, led the Chinese delegation.

    Li declared that intelligentization in military affairs has emerged as a dominant global trend. ‘How to responsibly utilize AI in the military domain is a matter concerning the future of all humanity and a common challenge of our era,’ he stated.

    China advocates for the international community to unite under principles of consultation, contribution, and shared benefits, upholding common, comprehensive, cooperative, and sustainable security. This collaborative approach aims to forge an effective governance framework ensuring AI evolves in harmony with human civilization’s progress.

    As a leading force in AI development, China prioritizes risk prevention and security governance in military AI applications. It steadfastly adheres to a ‘human-centered military artificial intelligence’ concept, placing human oversight at the core of technological advancements.

    The summit underscored the urgency of establishing international norms to prevent an unregulated AI arms race. Li’s remarks highlight China’s proactive role in shaping a balanced global AI governance landscape, where innovation serves peace rather than peril.

    Experts note that without such frameworks, autonomous weapons could escalate conflicts unpredictably. China’s position signals a call for multilateral dialogue to safeguard humanity from AI’s double-edged sword in warfare.
