    In a major relief for state government workers, Assam Chief Minister Himanta Biswa Sarma announced on Monday a new advance salary scheme during the launch of Swagat Satirth Portal 2.0 at Lok Sewa Bhawan in Dispur, Guwahati.

    The portal aims to streamline employee transfers across departments, making the process transparent and efficient. But the highlight was the introduction of advance salary options, allowing employees to access funds for urgent needs without turning to high-interest private lenders.

    Under the scheme, employees can receive their salary in advance either as a lump sum or in installments spread over up to one year. A nominal interest will be charged by the respective banks, with rates varying based on repayment speed. Those who repay immediately after their next salary will pay lower interest, while installment payers face slightly higher rates.

    CM Sarma emphasized that this initiative addresses financial emergencies, protecting workers from exploitative moneylenders. ‘Our goal is timely financial support for employees,’ he stated, underscoring the government’s commitment to welfare.

    The portal itself opens twice a year for transfers. The previous version ran from January 1 to June 7, 2025, and the current round targets completion by March 7. Around 9,000 employees who availed in the first phase can’t reapply, but others can now request preferred postings.

    Sarma noted the process is purely administrative, with details shared with the Election Commission. He urged employees to apply within 15 days for smooth execution. Another transfer phase will wrap up before March 31.

    This dual launch reflects Assam’s push for employee-centric policies, transparency, and administrative efficiency, setting a benchmark for other states.
