The United States is preparing to revise its immigration policies, targeting the H-1B visa program and green cards, according to statements made by US Secretary of Commerce Howard Lutnick. The Trump administration is proposing a “gold card” program that would grant permanent US residency to foreign investors who invest USD 5 million. Lutnick shared that the administration is working on altering the H-1B visa program and the green card system, and that the “gold card” initiative is designed to bring the best individuals to the country. He mentioned the program has strong interest with 250,000 potential applicants, which could generate USD 1.25 trillion. Trump reaffirmed his backing of the H-1B visa program in January 2025. This program enables US employers to hire non-immigrant workers for specialist occupations, emphasizing the need for “competent” and “great” people. Addressing the media at the White House, Trump highlighted the value of attracting skilled individuals to the country and the role of the H-1B visa program in boosting the economy. He stressed the importance of allowing ‘quality people’ into the country, thereby expanding businesses. During Trump’s first term, the administration previously restricted H-1B visas, citing concerns about ‘abuse’ and economic challenges. In 2016, Trump criticized the H-1B program. He stated the program could be used to replace American workers with lower-paid foreign employees.
